Policies provide the Council and staff with the ability and direction to make decisions that are considered to be consistent and unbiased. A policy can also provide detail on the manner in which the City undertakes, or requires others to undertake, certain works or activities.

In this context, the term ‘Governance’ includes policies relating to the business of the Council; and elements relevant to fulfilling the City’s statutory responsibilities under a range of State and Commonwealth Acts of Parliament.
Under the Local Government Act 1995, the general function of a local government is to provide for the good government of the persons in its district (Section 3.1(1)).
Policies form part of the Governance and Policy Framework. Section 2.7 (2)(b) of the Local Government Act 1995 states that the Council is to ‘determine the local government’s policies.’

Each Council Policy will be adopted by Council as part of Council business.
All policies will be reviewed every four years, or more frequently if required or requested. After review by the CEO, Council will be required to formally adopt reviewed Council Policies prior to them coming into effect.
