The City has operated with four wards for a number of years, with three (3) councillors representing each ward. The wards are: North West, South West, North, and South East
As a consequence of amendments to the Local Government Act 1995, in early 2023, the number of councillors representing each ward has been reduced to two (2).
Additionally, in 2023, the Mayor will be elected by the electors of the whole district rather than from amongst the councillors
Council elections are held every two years, on the third Saturday in October. Anyone who is enrolled on the State Electoral Roll for an address within the City is automatically entitled to vote. Non-resident owners and occupiers (for example, a person who lives in another local government area, but owns a property in the City) may also be entitled to vote, but must apply to do so.
