Planning for High Wycombe South Reaches Next Critical Step

The Council supported the progression of Amendment 113 at the Ordinary Council Meeting held on 18 April 2023, requesting certification from the Western Australian Planning Commission (WAPC) for public advertising and request the WAPC to amend the Metropolitan Region Scheme to reclassify specific areas of Local Open Space on the High Wycombe South Residential Precinct Local Structure Plan.

The Council supported the progression of Amendment 113 at the Ordinary Council Meeting held on 18 April 2023, requesting certification from the Western Australian Planning Commission (WAPC) for public advertising and request the WAPC to amend the Metropolitan Region Scheme to reclassify specific areas of Local Open Space on the High Wycombe South Residential Precinct Local Structure Plan.

Amendment 113 to Local Planning Scheme No. 3 applies to the High Wycombe South Residential Precinct, historically used for rural-residential uses, which is identified for residential development and therefore requires the provision of new and improved infrastructure. The City has prepared the draft High Wycombe South Development Contribution Plan to facilitate infrastructure provision in an equitable and coordinated manner.

A Development Contribution Plan provides for the implementation of an equitable cost-sharing arrangement, to levy contributions for planned infrastructure like roads, parks and drainage, that is required to be shared across a development area. A Development Contribution Plan is required to be prepared to stipulate the nature of infrastructure included, the duration of the plan, and the cost contributions (also known as development contributions) for each landholding.

The City releases a monthly newsletter on the High Wycombe South project as a whole. This includes updates on the High Wycombe Train Station, TOD Precinct, Residential Precinct, and preparation of a Development Contribution Plan for the project area.
